Yes. I've sent a PM and received the reply by the email advertisement but I couldn't read it since the forum is down. Thus, I suspect that the responsible be the PM system. Is plausible?...

Sorry for all this down time...

My server machine is having hardware troubles again and I'm currently traveling in Spain right now. I have someone rebooting the machine occasionally, but it's not staying up for long. I have a replacement machine ready that I unfortunately didn't have time to set up before leaving for Spain. The replacement machine will only be a temporary fix as I start looking for a better solution than hosting shatters.net from a computer in my home. I'm home again on May 14, and fixing shatters.net is my first priority when I get back.

As I've suggested to you in the past, sourceforge's free phpBB hosting service may be the best longterm solution. (although it's apparently had some issues in the past: http://www.bin-co.com/blog/2007/05/php-session-issue-in-sourceforge-hosting/ )
Might be worth a look, at least, as that issue was 3 years ago and maybe solved now.

CelestialMatters and Celestia Motherlode operate very reliably and free of charge on the ibiblio server since quite a while. The only little "catch" is that one has to submit a formal application to the ibiblio board and win their consensus... Ibiblio mail accounts (that are part of the grant) are seamlessly integrated into Google mail (gmail)

Anyway we have no complaints whatsoever about the reliability and disk space availability. The latter is virtually unlimited. As to the reputation of most other projects hosted on ibiblio, we are in very good company.

Here shatters.net is OFF and ON for varying intervals. Right now it's OFF. It was ON this morning.
Yesterday it was mostly OFF...

Shatters seems to be back down; other than occasionally trying to reload the page, is there anywhere that could automatically alert me when it's back up - a blog, Twitter account, RSS feed, or the like?

www.shatters.net is now up and running on a new server, with faster hardware, more RAM, and more recent versions of PHP, MySQL, and Apache. See the announcements section on the Celestia forum for more details.

Since yesterday I am not able to reach it. Ping and Traceroute also end in Nirvana.

Yes indeed. I communicated with ChrisL about it already yesterday morning. He hopes to be able to restore shatters.net operation remotely, but suspects that the preceeding slowness of the communication was an ISP issue.
